Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project at 250 Flatbush Ave in Park Slope

Brooklyn real estate developer Tolib Mansurov is expanding his footprint in Park Slope with plans for a new mixed-use building at 250 Flatbush Avenue. The developer recently submitted filings to the New York City Department of Buildings for an eight-story structure totaling approximately 35,400 square feet. The project is slated to feature 20 residential units above roughly 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard area.

Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. Z Architecture’s Alexander Zhitnik is leading the design of the project. Despite multiple requests, neither Mansurov nor his firm, United Elite Group, provided comments by press time.

Mansurov’s recent activity in Brooklyn comes amid lingering scrutiny from his high-profile involvement as an alleged straw donor during former Mayor Eric Adams’ 2021 election campaign. The accusations were dismissed in 2024 under the Trump administration, but the controversy has not deterred Mansurov’s development efforts. Earlier this year, he filed plans for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope.

In addition to his new filings, Mansurov sold six adjacent properties in Park Slope to Williamsburg-based Borough Developers COO Shimon Kleinman for $24 million in September. These moves underscore an active period for Mansurov in one of Brooklyn’s most sought-after neighborhoods, signaling continued investment and development despite his political entanglements.

Park Slope remains a highly competitive market for mixed-use projects, balancing residential demand with retail and community space. Mansurov’s latest proposal adds to a growing pipeline of developments reshaping the neighborhood’s urban fabric, reflecting broader trends in Brooklyn’s evolving real estate landscape.
