Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Controversial Past

Brooklyn-based developer Tolib Mansurov is moving forward with another significant addition to Park Slope’s evolving real estate landscape. Mansurov recently filed plans with the New York City Department of Buildings to construct an eight-story, approximately 35,400-square-foot mixed-use building at 250 Flatbush Avenue. The new development is slated to feature 20 residential units alongside roughly 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard, signaling a blend of residential and retail offerings in a prime Brooklyn location.

Mansurov acquired the property in February 2022 for about $7.5 million, according to public records. The architectural firm Z Architecture, led by Alexander Zhitnik, is responsible for the design of the project, which aligns with Park Slope’s gradual densification and commercial revitalization efforts. Despite multiple requests, Mansurov and his United Elite Group have not commented on the development or its timeline.

The developer has remained an active figure in Brooklyn’s real estate market despite his controversial profile. Earlier in 2024, Mansurov drew significant media attention due to allegations of acting as a straw donor during former Mayor Eric Adams’ initial election campaign—a case that was ultimately dismissed amid political debate during the Trump administration. Nonetheless, Mansurov continued to expand his footprint in the borough, filing plans in July for a 99-unit residential building at 67 Fourth Avenue and selling six adjacent Park Slope sites in September for $24 million to Borough Developers, led by COO Shimon Kleinman.

This latest project at 250 Flatbush Avenue exemplifies the ongoing transformation of Park Slope, where demand for mixed-use developments remains strong amid Brooklyn’s broader real estate momentum. Mansurov’s continued investments underline the dynamic, if sometimes contentious, nature of local development in one of New York City’s most sought-after neighborhoods.
