City Council Proposes Incentives to Boost Green Building Projects

Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for a new mixed-use building at 250 Flatbush Avenue. The recently filed proposal with New York City’s Department of Buildings outlines an eight-story structure encompassing approximately 35,400 square feet. The development will feature 20 residential units alongside roughly 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard area.

Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. The architectural design is led by Alexander Zhitnik of Z Architecture, a firm with a growing presence in Brooklyn’s evolving real estate scene. United Elite Group, Mansurov’s real estate company, did not respond to requests for comment by press time.

This project marks another chapter for Mansurov, who has remained active in Brooklyn’s real estate market despite recent controversies. Earlier this year, he made headlines for allegations of acting as a straw donor during former Mayor Eric Adams’ initial campaign—a case that was ultimately dismissed under the Trump administration, stirring debate over political accountability.

Undeterred, Mansurov has continued to pursue development opportunities in the borough. In July, he filed plans for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope. More recently, in September, he sold six adjacent properties in the neighborhood to Borough Developers’ COO Shimon Kleinman for $24 million, signaling ongoing strategic portfolio moves.

Mansurov’s activities reflect a broader trend of intensified development in Park Slope, a neighborhood known for balancing historic charm with new residential and commercial growth. As the area attracts both investors and residents, projects like Mansurov’s will be closely watched for their impact on community dynamics and local real estate markets.
