Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Controversial Past
Brooklyn real estate developer Tolib Mansurov has filed plans for a new mixed-use building at 250 Flatbush Avenue in Park Slope, signaling continued expansion in the borough despite recent controversy. The proposed eight-story project will encompass approximately 35,400 square feet, including 20 residential units and around 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard. Architectural design is led by Alexander Zhitnik of Z Architecture.
Mansurov acquired the site in February 2022 for roughly $7.5 million, according to city property records. His Brooklyn-based firm, United Elite Group, has maintained a steady development pipeline in the neighborhood. Earlier this year, Mansurov drew public attention when he was named in allegations of acting as a straw donor for former Mayor Eric Adams’ initial election campaign—a case that was later dismissed under the Trump administration, stirring debate over political influence and campaign finance enforcement.
Despite the legal scrutiny, Mansurov has remained an active figure in Park Slope’s real estate market. In July, he submitted plans for a 99-unit residential building at 67 Fourth Avenue, further underscoring his commitment to large-scale residential development. Additionally, in September, he sold six adjacent properties in Park Slope to Borough Developers’ COO Shimon Kleinman for $24 million, a move that highlights ongoing consolidation and investment activity in this Brooklyn submarket.
The latest filing reflects broader trends in Brooklyn’s real estate landscape, where mixed-use developments continue to meet demand for housing and commercial amenities in well-established neighborhoods. While Mansurov and United Elite Group have not publicly commented on the new project or their recent transactions, the developer’s persistence in Park Slope positions him as a notable player amid the borough’s evolving urban fabric.
