Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Controversy
Brooklyn-based developer Tolib Mansurov is moving forward with another significant addition to his real estate portfolio in Park Slope. Recently, Mansurov filed plans with the New York City Department of Buildings for an eight-story, approximately 35,400-square-foot mixed-use structure at 250 Flatbush Avenue. The development will feature 20 residential units alongside roughly 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard area.
Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. The project’s architectural design is being handled by Alexander Zhitnik of Z Architecture, a firm known for its work on urban mixed-use projects. Despite multiple outreach attempts, neither Mansurov nor his firm, United Elite Group, provided comments on the new development by press time.
The developer has remained active in Brooklyn’s real estate scene despite recent notoriety. Mansurov gained media attention earlier this year due to allegations of serving as a straw donor in former Mayor Eric Adams’ initial election campaign. That case was dismissed under the Trump administration in a decision that drew significant controversy. Nonetheless, Mansurov has continued to pursue sizable projects locally, filing plans for a 99-unit residential building at 67 Fourth Avenue in Park Slope this past July.
In addition to new developments, Mansurov has also engaged in substantial property transactions. In September, he sold six adjacent sites in Park Slope to Borough Developers’ COO Shimon Kleinman for $24 million. These moves underscore Mansurov’s ongoing influence in Brooklyn’s competitive real estate market amid a backdrop of political scrutiny.
With Park Slope maintaining strong demand for mixed-use developments that combine residential and commercial space, Mansurov’s latest project aligns with broader neighborhood trends. As Brooklyn continues to attract both local and institutional investors, the success and completion of 250 Flatbush Avenue will be a key indicator of the borough’s evolving urban landscape.
