Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Controversy

Brooklyn-based developer Tolib Mansurov is poised to expand his footprint in Park Slope with plans for an eight-story mixed-use building at 250 Flatbush Avenue. The proposed development, recently filed with New York City’s Department of Buildings, encompasses approximately 35,400 square feet, featuring 20 residential units above roughly 8,300 square feet of ground-floor commercial space and a 20-foot backyard. The project’s architect is Alexander Zhitnik of Z Architecture, signaling a contemporary approach to the neighborhood’s evolving streetscape.

Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. The acquisition and development come as Mansurov’s real estate firm, United Elite Group, continues to actively pursue multiple projects in Brooklyn, indicative of sustained confidence in the borough’s residential and commercial markets.

The developer has recently attracted attention beyond real estate circles. Earlier this year, Mansurov was implicated as an alleged straw donor linked to former Mayor Eric Adams’ initial mayoral campaign. The case was ultimately dismissed under the Trump administration, a decision that sparked considerable debate. Despite the controversy, Mansurov has maintained momentum, filing plans in July for a 99-unit residential building at 67 Fourth Avenue and divesting six adjacent Park Slope properties to Williamsburg-based Borough Developers for $24 million in September.

Mansurov’s ongoing activity underscores a broader trend of Brooklyn developers capitalizing on the borough’s strong demand for mixed-use spaces that blend residential living with retail and commercial amenities. Park Slope, known for its historic charm and rising desirability, continues to attract investments that reflect a balance of preservation and growth.

While United Elite Group did not respond to requests for comment, the firm’s pipeline suggests a strategic focus on scaling projects that integrate housing and commercial opportunities in prime Brooklyn neighborhoods. As regulatory approvals proceed, stakeholders will be watching closely to see how this latest proposal at Flatbush Avenue fits into Park Slope’s evolving urban fabric.
