Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Controversy

Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for an eight-story mixed-use building at 250 Flatbush Avenue. The proposed project, recently filed with the New York City Department of Buildings, will encompass approximately 35,400 square feet, including 20 residential units and roughly 8,300 square feet of commercial space on the ground floor. A 20-foot backyard is also part of the design, aiming to blend urban living with some outdoor amenity space.

Mansurov acquired the property in February 2022 for around $7.5 million from a limited liability company, according to city records. The architectural design is led by Alexander Zhitnik of Z Architecture, a firm known for its modern approach to Brooklyn developments. The project reflects continued interest in mixed-use developments in Park Slope, balancing residential demand with street-level retail and commercial activity.

The developer and his firm, United Elite Group, have not responded to requests for comment. Mansurov has been a notable figure in local real estate circles, particularly after making headlines earlier this year as an alleged straw donor to former Mayor Eric Adams’ initial campaign. That allegation was dismissed amid controversy during the Trump administration. Despite the legal scrutiny, Mansurov has remained active in Brooklyn’s real estate market.

In recent months, Mansurov has pursued significant projects and transactions in Park Slope. In July, he filed plans for a large 99-unit residential building at 67 Fourth Avenue. By September, he sold six adjacent sites in the neighborhood to Borough Developers’ COO Shimon Kleinman for $24 million, signaling a dynamic presence in the area’s evolving real estate landscape. As Park Slope continues to attract investment, Mansurov’s latest filing underscores ongoing development momentum despite past political controversies.
