City Council Proposes Incentives to Boost Green Building Projects

Tolib Mansurov, a Brooklyn-based developer previously linked to a high-profile political controversy, is expanding his real estate footprint in Park Slope with a new mixed-use building proposal. Mansurov recently submitted plans to the New York City Department of Buildings for an eight-story structure at 250 Flatbush Avenue, a site he acquired in early 2022 for approximately $7.5 million. The project envisions roughly 35,400 square feet of space, including 20 residential units and about 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard.

The architectural design is led by Alexander Zhitnik of Z Architecture, signaling a focused effort to blend residential living with retail or office uses, a common approach in evolving Brooklyn neighborhoods. This development is part of Mansurov’s growing portfolio in Park Slope, where he also recently filed plans for a 99-unit residential building at 67 Fourth Avenue.

Mansurov’s continued activity in Brooklyn real estate follows his 2024 notoriety as an alleged straw donor in former Mayor Eric Adams’ election campaign, a case that was ultimately dropped under the Trump administration. Despite the controversy, Mansurov’s firm, United Elite Group, has maintained momentum, including a notable $24 million sale of six adjacent Park Slope properties to Borough Developers’ COO Shimon Kleinman in September.

Requests for comment from Mansurov and United Elite Group were not returned by press time. The new project at 250 Flatbush Avenue exemplifies ongoing development trends in Park Slope, where mixed-use buildings are increasingly shaping the neighborhood’s commercial and residential landscape. As Brooklyn continues to attract investment, developers like Mansurov remain key players despite past legal and political challenges.
