Brooklyn-based developer Tolib Mansurov is moving forward with a new mixed-use development in Park Slope, adding to his growing footprint in the borough despite recent legal scrutiny. Mansurov filed plans with New York City’s Department of Buildings for an eight-story, approximately 35,400-square-foot building at 250 Flatbush Avenue. The project envisions 20 residential units above nearly 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard.

The property was acquired by Mansurov in February 2022 for about $7.5 million, according to city property records. Z Architecture’s Alexander Zhitnik is credited as the project’s architect. While Mansurov and his firm, United Elite Group, have not commented on the development, the filing signals continued momentum for his local real estate ventures.

Mansurov’s name gained wider attention earlier this year due to allegations of serving as a straw donor in former Mayor Eric Adams’ initial campaign. The case was ultimately dismissed in a controversial decision under the Trump administration. Despite the controversy, Mansurov has remained active in Brooklyn’s real estate market, recently filing plans for a 99-unit residential building at 67 Fourth Avenue and selling six neighboring lots to Williamsburg-based Borough Developers for $24 million.

The new Flatbush Avenue project reflects ongoing demand for mixed-use developments in Park Slope, a neighborhood balancing residential growth with commercial revitalization. Mansurov’s continued investments underscore the complex interplay between local politics, developer activity, and neighborhood transformation in Brooklyn’s competitive real estate landscape.
