Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Controversy
Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for an eight-story mixed-use building at 250 Flatbush Avenue. The nearly 35,400-square-foot project, recently filed with the New York City Department of Buildings, will feature 20 residential units alongside approximately 8,300 square feet of commercial space on the ground floor. The design also includes a 20-foot backyard, adding a rare outdoor amenity in this densely built neighborhood.
Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. Z Architecture’s Alexander Zhitnik is leading the architectural design. Despite multiple requests, Mansurov and his firm United Elite Group have not commented on the development.
The developer has remained a notable figure in Brooklyn’s real estate scene despite recent political controversies. Earlier this year, Mansurov attracted media attention as an alleged straw donor connected to former New York City Mayor Eric Adams’ initial election campaign—a case that was ultimately dismissed under the Trump administration. Undeterred, Mansurov has been active in the borough’s market, filing plans in July for a 99-unit residential project at 67 Fourth Avenue and selling six adjacent Park Slope properties for $24 million to Borough Developers COO Shimon Kleinman in September.
This latest project underscores Mansurov’s continued focus on Park Slope, a neighborhood that has seen sustained demand for mixed-use developments blending residential living with retail and commercial space. As Brooklyn’s real estate market evolves, projects like 250 Flatbush Avenue highlight ongoing efforts to balance density and neighborhood character in one of the city’s most desirable residential areas.
