Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Legal Controversy

Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for an eight-story, mixed-use building at 250 Flatbush Avenue. The project, recently filed with the New York City Department of Buildings, encompasses approximately 35,400 square feet and will feature 20 residential units alongside roughly 8,300 square feet of commercial space on the ground floor. A notable design element includes a 20-foot backyard, a valuable amenity in this densely built neighborhood. Mansurov acquired the property in February 2022 for about $7.5 million, according to city records. Z Architecture’s Alexander Zhitnik is listed as the architect for the development.

This latest filing comes as Mansurov continues to maintain an active presence in Brooklyn’s real estate market despite past legal scrutiny. Earlier this year, he gained attention as an alleged straw donor in former Mayor Eric Adams’ initial election campaign—a case that was subsequently dismissed under the Trump administration in a move that sparked controversy. Nevertheless, Mansurov has pressed forward with his development plans, underscoring his commitment to growth in the borough.

In addition to the Flatbush Avenue project, Mansurov filed plans in July for a substantial 99-unit residential building at 67 Fourth Avenue, also in Park Slope. Just months later, in September, he sold six adjacent properties in the neighborhood to Borough Developers’ COO Shimon Kleinman for $24 million, signaling strategic portfolio management. His firm, United Elite Group, has not publicly commented on the latest projects or the prior legal allegations.

The Park Slope neighborhood, characterized by its historic brownstones and increasing demand for mixed-use developments, remains a prime target for developers aiming to blend residential living with commercial vitality. Mansurov’s latest project adds to the borough’s ongoing transformation, reflecting broader trends in Brooklyn’s real estate market where mixed-use spaces are becoming essential to meet both housing and retail needs. With New York City’s development landscape evolving amid economic uncertainty, Mansurov’s activity is a notable indicator of sustained investment in one of Brooklyn’s most coveted neighborhoods.
