Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Legal Controversy

Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for a new eight-story mixed-use building at 250 Flatbush Avenue. The proposed structure, encompassing approximately 35,400 square feet, will feature 20 residential units alongside roughly 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard area. The project reflects ongoing demand for mixed-use developments in this sought-after Brooklyn neighborhood.

Mansurov acquired the property in February 2022 for about $7.5 million, according to New York City Department of Buildings filings. The architectural design is led by Alexander Zhitnik of Z Architecture. Despite multiple requests, Mansurov and his firm, United Elite Group, have not provided comments on the new project.

The developer’s name surfaced in early 2024 in connection with allegations of acting as a straw donor during former Mayor Eric Adams’ first mayoral campaign. The case was subsequently dismissed in a decision that drew criticism and controversy amidst the Trump administration’s handling of the matter. Despite the legal spotlight, Mansurov has maintained an active role in Brooklyn’s real estate market.

This latest filing follows Mansurov’s recent submission for a 99-unit residential building at 67 Fourth Avenue in Park Slope, highlighting his continued investment in the area. Additionally, he sold six adjacent properties in Park Slope in September to Borough Developers’ COO Shimon Kleinman for $24 million, indicating a strategic reshuffling of assets within the borough’s competitive real estate landscape.

Mansurov’s developments come at a time when Brooklyn continues to attract residential and commercial growth, fueled by strong demand and evolving neighborhood dynamics. The new Flatbush Avenue project will add to Park Slope’s mixed-use inventory, catering to both residents and local businesses.
