Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Legal Spotlight

Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for a new mixed-use building at 250 Flatbush Avenue. The proposed structure, recently filed with the New York City Department of Buildings, calls for an eight-story, approximately 35,400-square-foot development featuring 20 residential units and roughly 8,300 square feet of commercial space on the ground floor. The project also includes a 20-foot backyard, aiming to blend residential living with retail or office space in a bustling neighborhood.

Mansurov acquired the property in February 2022 for about $7.5 million from a limited liability company, according to city records. The design is led by architect Alexander Zhitnik of Z Architecture, a firm known for its work on residential and mixed-use projects in the city. Despite multiple requests, Mansurov and his firm, United Elite Group, did not provide comments by press time.

This development comes amid Mansurov’s continued activity in Brooklyn real estate following his controversial involvement in political fundraising. Earlier this year, he made headlines as an alleged straw donor to former Mayor Eric Adams’ first mayoral campaign. The case was later dismissed under the Trump administration, a move that stirred debate around campaign finance enforcement. Despite the legal scrutiny, Mansurov has maintained a steady pace of development in the borough.

In addition to the Flatbush Avenue project, Mansurov filed plans in July for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope. Moreover, in September, he sold six adjacent properties in the neighborhood to Borough Developers’ COO Shimon Kleinman for $24 million. These moves solidify Mansurov’s significant and ongoing presence in one of Brooklyn’s most desirable neighborhoods, reflecting both confidence in Park Slope’s market and a strategic focus on mixed-use development.

As Park Slope continues to attract residents and businesses seeking a blend of urban convenience and neighborhood charm, Mansurov’s projects will likely contribute to the area’s evolving landscape. The combination of residential density with commercial amenities aligns with broader trends in New York City’s real estate market, where mixed-use developments are increasingly favored to meet diverse community needs.
