Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Past Controversy
Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for a new eight-story mixed-use building at 250 Flatbush Avenue. The development, recently filed with the New York City Department of Buildings, will encompass approximately 35,400 square feet, including 20 residential units and about 8,300 square feet of ground-floor commercial space. The project will also feature a 20-foot backyard, a notable amenity in the dense neighborhood.
Mansurov acquired the property in February 2022 for around $7.5 million, according to city records. The architectural design is led by Alexander Zhitnik of Z Architecture, a firm known for its innovative urban projects. Despite multiple requests for comment, Mansurov and his firm, United Elite Group, have not responded.
The developer came under scrutiny earlier this year amid allegations that he acted as a straw donor during former Mayor Eric Adams’ initial campaign fundraising—a case that was ultimately dismissed under the Trump administration, sparking controversy. Despite the legal challenges, Mansurov has maintained an active presence in Brooklyn’s real estate scene.
In July 2024, he submitted plans for a sizable 99-unit residential building at 67 Fourth Avenue in Park Slope, signaling his continued commitment to development in the area. Additionally, in September, Mansurov sold six adjacent properties in Park Slope to Williamsburg-based Borough Developers’ COO Shimon Kleinman for $24 million, indicating strategic portfolio adjustments.
This latest project at 250 Flatbush Avenue underscores Mansurov’s resilience and ongoing influence in Brooklyn’s competitive real estate market, as Park Slope continues to attract investment amid rising demand for mixed-use developments that blend residential living with retail and commercial space.
