Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Past Controversy

Brooklyn real estate developer Tolib Mansurov is expanding his footprint in Park Slope with a newly proposed mixed-use development at 250 Flatbush Avenue. Mansurov recently submitted plans to the New York City Department of Buildings for an eight-story structure encompassing approximately 35,400 square feet. The project is slated to include 20 residential units above roughly 8,300 square feet of commercial space on the ground floor, as well as a 20-foot backyard, signaling a blend of residential and retail use in a highly sought-after Brooklyn neighborhood.

Mansurov acquired the property in February 2022 for about $7.5 million, according to city property records. The architectural design is led by Alexander Zhitnik of Z Architecture, a firm known for its diverse portfolio of urban projects across NYC. Despite multiple requests, Mansurov and his firm United Elite Group did not provide comments regarding the new development plans.

The developer has maintained a consistent presence in Brooklyn’s real estate market despite recent scrutiny. Earlier this year, Mansurov drew public attention when he was named an alleged straw donor in a federal investigation connected to former Mayor Eric Adams’ initial election campaign. The case was ultimately dismissed under the Trump administration, a decision that stirred controversy given the political implications. Nevertheless, Mansurov has continued to pursue projects in the borough.

In July, he filed plans for a sizable 99-unit residential building at 67 Fourth Avenue, also in Park Slope. Moreover, in a notable transaction this past September, Mansurov sold six adjacent properties in the neighborhood for $24 million to Borough Developers, a Williamsburg-based firm led by COO Shimon Kleinman. These moves underscore Mansurov’s active role in shaping Park Slope’s evolving real estate landscape, balancing development ambition with ongoing legal and political narratives.

As Park Slope remains a prime target for residential and commercial growth, Mansurov’s latest proposal adds to the borough’s dynamic development scene. The project’s integration of retail and residential components aligns with broader trends in Brooklyn’s real estate market, where mixed-use buildings are increasingly favored to meet demand for neighborhood amenities and housing density.
