City Council Proposes Incentives to Boost Green Building Projects

Brooklyn real estate developer Tolib Mansurov is expanding his footprint in Park Slope with a recently filed plan for an eight-story mixed-use building at 250 Flatbush Avenue. The project, submitted to the New York City Department of Buildings, envisions approximately 35,400 square feet of space including 20 residential units and about 8,300 square feet of commercial area on the ground floor. A 20-foot backyard is also part of the design, aiming to offer a blend of urban living and outdoor space in one of Brooklyn’s most desirable neighborhoods.

Mansurov acquired the property in February 2022 for nearly $7.5 million from a limited liability company, signaling a strategic investment in a rapidly evolving real estate corridor in Park Slope. The architectural plans are being developed by Alexander Zhitnik of Z Architecture, known for projects that integrate modern design with neighborhood context.

The developer, who heads the Brooklyn-based United Elite Group, has faced public scrutiny earlier this year after being implicated as an alleged straw donor to former Mayor Eric Adams’ initial mayoral campaign. The legal case was controversially dismissed during the Trump administration, allowing Mansurov to maintain his active role in Brooklyn’s real estate market.

Despite the controversy, Mansurov has pursued multiple projects in the borough. In July, he filed plans for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope. Additionally, in September, he sold six adjacent properties in the neighborhood to Borough Developers’ COO Shimon Kleinman for $24 million, indicating ongoing significant transactions within his portfolio.

Mansurov and United Elite Group have not responded to requests for comment regarding the new Flatbush Avenue proposal. Nonetheless, the project underscores continued developer interest in Park Slope’s mixed-use potential amid New York City’s evolving urban landscape and housing demands.
