Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Political Controversy
Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for a new eight-story mixed-use building at 250 Flatbush Avenue. The proposed development, recently filed with the New York City Department of Buildings, will encompass approximately 35,400 square feet. It includes 20 residential units and roughly 8,300 square feet of commercial space on the ground floor, along with a 20-foot backyard—features that reflect growing demand for integrated living and retail spaces in the neighborhood.
Mansurov acquired the property in February 2022 for about $7.5 million, according to city records. The architectural design for the project is being led by Alexander Zhitnik of Z Architecture, a firm known for its work on urban mixed-use developments. Mansurov’s real estate firm, United Elite Group, has not commented on the plans as of this writing.
The developer, who came under scrutiny earlier this year for allegedly acting as a straw donor in former Mayor Eric Adams’ initial campaign, has remained active in Brooklyn’s real estate market despite the controversy. The allegations were ultimately dismissed in a move that sparked debate, but Mansurov continued to pursue significant projects. In July, he filed plans for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope.
Most recently, Mansurov sold six adjacent properties in the area to Borough Developers’ COO Shimon Kleinman for $24 million, signaling ongoing transactions and shifts in ownership within one of Brooklyn’s most sought-after neighborhoods. Mansurov’s continued activity underscores a broader trend of local developers pushing forward with large-scale projects amid political and economic uncertainties.
As Park Slope experiences steady demand for residential and commercial spaces, Mansurov’s new mixed-use development represents another chapter in the neighborhood’s transformation. The project’s blend of housing and retail aligns with citywide initiatives aimed at creating vibrant, walkable communities that support local economies and residents’ quality of life.
