Brooklyn Developer Tolib Mansurov Advances New Mixed-Use Project in Park Slope Amid Political Controversy
Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for an eight-story mixed-use building at 250 Flatbush Avenue. The project, recently filed with New York City’s Department of Buildings, will encompass approximately 35,400 square feet, featuring 20 residential units and around 8,300 square feet of commercial space on the ground floor. A 20-foot backyard is also part of the design, offering outdoor space in the dense neighborhood. Mansurov acquired the property in February 2022 for roughly $7.5 million, according to city records. The architecture firm Z Architecture, led by Alexander Zhitnik, is responsible for the building’s design.
Mansurov, who operates through his Brooklyn-based firm United Elite Group, has maintained an active development agenda despite his controversial profile. Earlier this year, he gained media attention as an alleged straw donor in former Mayor Eric Adams’ 2021 campaign, a case that was dismissed under the Trump administration amid political debate. This legal episode has not deterred Mansurov from continuing his investments in the borough.
In addition to the Flatbush Avenue project, Mansurov recently filed plans for a 99-unit residential building at 67 Fourth Avenue in Park Slope, signaling his ongoing commitment to residential growth in the area. Furthermore, in September, he sold six adjacent properties in Park Slope to Borough Developers’ COO Shimon Kleinman for $24 million, indicating active portfolio management and capital recycling within Brooklyn’s competitive real estate market.
Mansurov and United Elite Group did not respond to requests for comment by press time. The new development at 250 Flatbush Avenue adds to the wave of mixed-use projects reshaping Park Slope as the neighborhood balances preservation with increasing demand for housing and commercial space. As Brooklyn’s real estate landscape evolves, Mansurov’s moves underscore the complex interplay between development, politics, and community dynamics in one of New York City’s most sought-after neighborhoods.
