Tolib Mansurov, a Brooklyn-based developer with a growing footprint in the borough, is advancing plans for an eight-story mixed-use building at 250 Flatbush Avenue in Park Slope. Recent filings with the New York City Department of Buildings outline a roughly 35,400-square-foot structure featuring 20 residential units alongside approximately 8,300 square feet of ground-floor commercial space. The project also includes a 20-foot backyard, a sought-after amenity in this dense neighborhood.
Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. The architectural design is led by Alexander Zhitnik of Z Architecture, a firm known for its focus on innovative, context-sensitive developments in Brooklyn. Despite multiple requests, Mansurov and his firm, United Elite Group, declined to comment on the project.
This development marks another chapter in Mansurov’s active presence in Park Slope’s real estate scene. Earlier this year, he filed plans for a sizable 99-unit residential building at 67 Fourth Avenue. Also, in September, he sold six adjacent properties to Borough Developers’ COO Shimon Kleinman for $24 million, signaling continued strategic maneuvering in the local market.
Mansurov drew public attention in 2024 following allegations that he acted as a straw donor in former Mayor Eric Adams’ initial mayoral campaign. The case was notably dismissed under the Trump administration, a decision that stirred considerable controversy. Despite the legal scrutiny, Mansurov has maintained momentum in his development activities within Brooklyn.
Park Slope remains a highly competitive neighborhood for residential and mixed-use development given its strong demand for housing and retail that complements the community’s character. This latest project at Flatbush Avenue could contribute to ongoing neighborhood transformation, blending new housing options with commercial amenities in a prime Brooklyn location.
