Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for a new eight-story mixed-use building at 250 Flatbush Avenue. The project, recently filed with New York City’s Department of Buildings, will encompass approximately 35,400 square feet, featuring 20 residential units and roughly 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard. Alexander Zhitnik of Z Architecture is leading the design for the development.

Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. His real estate firm, United Elite Group, has not provided comments on the new project as of press time. Despite Mansurov’s controversial public profile – highlighted earlier this year when he was named an alleged straw donor to former Mayor Eric Adams’ initial campaign, a case that was later dropped under the Trump administration – he has remained active in Brooklyn’s real estate market.

Earlier this year, Mansurov filed plans for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope, signaling a strategic focus on this rapidly evolving neighborhood. In September, he sold six adjacent properties in the area to Williamsburg-based Borough Developers for $24 million, underscoring ongoing portfolio adjustments amid a competitive local market.

Park Slope continues to attract developers seeking to capitalize on its residential demand and proximity to Manhattan, with mixed-use projects like Mansurov’s balancing housing needs and street-level retail. As the neighborhood evolves, projects that combine residential and commercial elements are increasingly shaping its economic and community landscape.
