Brooklyn Developer Tolib Mansurov Unveils New Mixed-Use Project in Park Slope Amid Legal Controversy

Brooklyn-based developer Tolib Mansurov is advancing his footprint in Park Slope with plans for an eight-story mixed-use building at 250 Flatbush Avenue. The project, recently filed with New York City’s Department of Buildings, will encompass approximately 35,400 square feet, featuring 20 residential units and roughly 8,300 square feet of commercial space on the ground floor. A 20-foot backyard will also be incorporated into the design.

Mansurov acquired the property in February 2022 for about $7.5 million, according to city records. The architectural firm Z Architecture, led by Alexander Zhitnik, is overseeing the design. Despite repeated inquiries, neither Mansurov nor his firm, United Elite Group, have provided comment on the new development.

The developer’s name gained public attention earlier this year amid allegations of acting as a straw donor in former Mayor Eric Adams’ initial campaign—a case that was later dismissed under the Trump administration in a decision that stirred controversy. Despite the legal scrutiny, Mansurov has maintained an active development agenda in Brooklyn.

In July, he submitted plans for a sizable 99-unit residential building at 67 Fourth Avenue, also in Park Slope, reinforcing his ongoing investment in the neighborhood. Furthermore, in September, Mansurov sold six adjacent properties to Shimon Kleinman, COO of Williamsburg-based Borough Developers, for $24 million. This transaction underscores the dynamic nature of property ownership and development activity in one of Brooklyn’s most sought-after residential areas.

Mansurov’s continued engagement in Park Slope projects, despite prior controversies, highlights the complex intersection of politics and real estate in New York City’s competitive development landscape. As the neighborhood evolves, developments like these will shape both its residential density and commercial vibrancy.
