Brooklyn-based developer Tolib Mansurov is moving forward with a new mixed-use development in Park Slope, filing plans for an eight-story building at 250 Flatbush Avenue. The proposed project encompasses approximately 35,400 square feet and includes 20 residential units alongside roughly 8,300 square feet of commercial space on the ground floor. A 20-foot backyard is also part of the design, offering outdoor space in the bustling neighborhood. Mansurov acquired the site in February 2022 for around $7.5 million, according to city property records. The project’s architectural plans were prepared by Alexander Zhitnik of Z Architecture.
Mansurov, who operates through his real estate firm United Elite Group, has been a notable figure in Brooklyn’s development scene despite recent political controversy. Earlier this year, he was publicly identified as an alleged straw donor connected to former Mayor Eric Adams’ first election campaign. The allegations were subsequently dropped in a dismissal criticized for its political undertones under the Trump administration. Despite this, Mansurov has maintained an active development pipeline in Brooklyn.
In addition to the Flatbush Avenue project, Mansurov filed plans in July for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope. Also, in September, he sold six adjacent properties in the neighborhood to Borough Developers’ COO Shimon Kleinman for $24 million, signaling continued strategic activity in local real estate.
