Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with a newly filed plan for an eight-story mixed-use building at 250 Flatbush Avenue. According to filings with the New York City Department of Buildings, the project will encompass approximately 35,400 square feet, featuring 20 residential units alongside roughly 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard. Mansurov acquired the property in February 2022 for about $7.5 million, city records show.

The architectural design is being handled by Alexander Zhitnik of Z Architecture. Mansurov’s firm, United Elite Group, has not provided comments regarding the project. This development adds to his growing portfolio in Park Slope, where he is also moving forward with plans for a 99-unit residential building at 67 Fourth Avenue, filed earlier this year.

Mansurov, who gained media attention in 2024 due to allegations of acting as a straw donor for former Mayor Eric Adams’ initial campaign, has maintained an active role in Brooklyn real estate despite the controversy. The federal case against him was dismissed under the Trump administration amid significant public debate.

Further underscoring his continuing business activity, Mansurov recently sold six adjacent properties in Park Slope to Borough Developers’ COO Shimon Kleinman for $24 million. His ongoing projects and transactions highlight a persistent confidence in the Park Slope market, even as the neighborhood faces evolving dynamics in residential and commercial demand.

This latest filing signals a commitment to mixed-use development that aligns with broader trends in Brooklyn, where demand for residential units combined with street-level retail or commercial space remains robust. With Park Slope’s reputation as a desirable residential enclave, Mansurov’s projects reflect a strategic bet on the neighborhood’s continued growth and appeal.
