Brooklyn-based developer Tolib Mansurov is moving forward with a new mixed-use development in the heart of Park Slope, signaling continued investment in one of Brooklyn’s most sought-after neighborhoods. Mansurov recently submitted building plans to the New York City Department of Buildings for an eight-story structure at 250 Flatbush Avenue, encompassing approximately 35,400 square feet. The project will feature 20 residential units alongside roughly 8,300 square feet of ground-floor commercial space, complemented by a 20-foot rear yard.
Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. The building’s design is led by Alexander Zhitnik of Z Architecture, a firm known for its contemporary urban projects. While Mansurov and his firm, United Elite Group, have yet to comment publicly on the plans, the application underscores his ongoing footprint in Brooklyn’s real estate market.
The developer’s name surfaced earlier this year in a high-profile political controversy involving alleged straw donations to former Mayor Eric Adams’ 2021 campaign. The investigation, which drew significant media attention, was ultimately dismissed under the Trump administration, allowing Mansurov to maintain his active role in local development.
In recent months, Mansurov has continued to expand his portfolio. In July, he filed plans for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope. Additionally, in September, he sold six adjacent properties in the neighborhood to Borough Developers’ COO Shimon Kleinman for $24 million. These moves underscore Mansurov’s strategic approach to Park Slope’s evolving real estate landscape, balancing new construction with asset repositioning.
As Brooklyn’s market remains competitive and neighborhood dynamics shift, Mansurov’s projects will be closely watched by both industry observers and local stakeholders. His ability to navigate both regulatory hurdles and public scrutiny could shape the trajectory of Park Slope’s residential and commercial development in the coming years.
