Brooklyn-based real estate developer Tolib Mansurov is expanding his footprint in Park Slope with plans for an eight-story mixed-use building at 250 Flatbush Avenue. Recently submitted to the New York City Department of Buildings, the project encompasses approximately 35,400 square feet, including 20 residential units and roughly 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard. Mansurov acquired the property in February 2022 for about $7.5 million, according to public records. The architectural design is being led by Alexander Zhitnik of Z Architecture.
Mansurov’s involvement in local development continues despite heightened scrutiny following his 2024 emergence in the media as an alleged straw donor to former Mayor Eric Adams’ initial campaign. The allegations were ultimately dismissed under the Trump administration in a move that sparked debate. Nevertheless, Mansurov remains active in the borough’s real estate sector, having filed plans earlier this year for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope.
In a notable transaction this past September, Mansurov sold six contiguous sites in Park Slope to Borough Developers’ COO Shimon Kleinman for $24 million, signaling a strategic reallocation of his assets within the neighborhood. His firm, United Elite Group, did not respond to requests for comment.
The new mixed-use development at Flatbush Avenue reflects ongoing demand for residential and commercial space in Park Slope, a neighborhood experiencing steady growth fueled by its proximity to Manhattan and strong community appeal. Mansurov’s continued activity highlights the interplay between local politics and real estate development in Brooklyn’s evolving market landscape.
