Brooklyn-based developer Tolib Mansurov is expanding his footprint in Park Slope with plans for a new eight-story mixed-use building at 250 Flatbush Avenue. The proposed development, filed recently with the New York City Department of Buildings, will encompass approximately 35,400 square feet featuring 20 residential units and roughly 8,300 square feet of commercial space on the ground floor. The design includes a 20-foot backyard, catering to both residential and retail needs in this vibrant Brooklyn neighborhood.
Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. The project’s architectural vision is being led by Alexander Zhitnik of Z Architecture, marking another collaboration for Mansurov’s United Elite Group, which has been active across Brooklyn’s real estate market.
Despite Mansurov’s recent legal scrutiny—he was named in 2024 as an alleged straw donor in former Mayor Eric Adams’ initial election campaign, a case later dismissed amid controversy—he has maintained momentum in the borough. Earlier this year, he filed plans for a 99-unit residential building at 67 Fourth Avenue in Park Slope and made a significant transaction in September, selling six adjacent properties to Borough Developers COO Shimon Kleinman for $24 million.
United Elite Group did not respond to requests for comment by press time. Mansurov’s continued activity in Park Slope underscores the resilience of Brooklyn’s real estate market, even as political and legal challenges unfold. This latest project reflects ongoing demand for mixed-use developments that balance residential living with commercial amenities in one of Brooklyn’s most sought-after neighborhoods.
