Brooklyn developer Tolib Mansurov is expanding his footprint in Park Slope with plans for a new mixed-use building at 250 Flatbush Avenue. The proposed eight-story structure will encompass approximately 35,400 square feet, featuring 20 residential units and roughly 8,300 square feet of commercial space on the ground floor, along with a 20-foot backyard. The project’s architect is Alexander Zhitnik of Z Architecture, a local firm known for its work on innovative urban developments.
Mansurov acquired the site in February 2022 for about $7.5 million from a limited liability company, according to city property records. This development adds to his growing portfolio in Brooklyn, where he has been actively involved despite recent scrutiny. Notably, Mansurov made headlines earlier this year due to allegations of serving as a straw donor to former Mayor Eric Adams’ initial campaign. The case was subsequently dismissed under controversial circumstances tied to the Trump administration, and Mansurov has maintained an active role in the borough’s real estate scene.
In addition to the Flatbush Avenue project, Mansurov filed plans in July for a 99-unit residential building at 67 Fourth Avenue in Park Slope. Furthermore, in September, he sold six adjacent properties in the neighborhood to Borough Developers’ COO Shimon Kleinman for $24 million, signaling continued investment and repositioning within this highly competitive Brooklyn market.
While representatives from Mansurov’s United Elite Group did not respond to requests for comment, these moves underscore his commitment to shaping Park Slope’s evolving urban landscape. The neighborhood’s strong demand for mixed-use developments aligns with broader trends in Brooklyn, where commercial and residential integration supports community vibrancy and economic growth. As the city’s Department of Buildings reviews the Flatbush Avenue proposal, stakeholders will be watching closely to see how Mansurov navigates regulatory and public scrutiny amid his ongoing real estate ambitions.
