Brooklyn-based developer Tolib Mansurov is moving forward with a new mixed-use development in Park Slope, expanding his footprint in one of Brooklyn’s most sought-after neighborhoods. Mansurov recently submitted plans to the New York City Department of Buildings for an eight-story structure at 250 Flatbush Avenue. The project will encompass approximately 35,400 square feet, featuring 20 residential units above roughly 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard.

Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. The architectural design is being handled by Alexander Zhitnik of Z Architecture, a firm known for its contemporary urban projects. Despite requests for comment, Mansurov and his real estate company, United Elite Group, have not responded.

This development comes amid renewed public attention on Mansurov following allegations earlier this year that he acted as a straw donor in former Mayor Eric Adams’ initial mayoral campaign. The case was ultimately dismissed under the Trump administration in a decision that sparked considerable debate. Despite the controversy, Mansurov has remained active in the Brooklyn real estate market.

Earlier this year, Mansurov filed plans for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope, signaling his continued investment in the neighborhood’s residential growth. In September, he sold six adjacent sites in the area to Borough Developers’ COO Shimon Kleinman for $24 million, indicating strategic shifts in his portfolio.

Mansurov’s latest proposal at 250 Flatbush Avenue reflects ongoing trends in Brooklyn’s real estate sector, where mixed-use developments are increasingly favored to meet demand for housing and commercial space. Park Slope’s strong residential market and proximity to transit hubs make it a prime location for such projects, despite the heightened scrutiny on developers involved in politically sensitive matters.
