Brooklyn-based developer Tolib Mansurov is set to expand his footprint in Park Slope with plans filed for an eight-story, mixed-use building at 250 Flatbush Avenue. The project, submitted recently to the New York City Department of Buildings, envisions approximately 35,400 square feet of space featuring 20 residential units alongside roughly 8,300 square feet of ground-floor commercial space. A 20-foot backyard will complement the development, adding a rare outdoor amenity in the dense neighborhood.
Mansurov acquired the site in February 2022 for about $7.5 million, according to city property records. The architectural design is led by Alexander Zhitnik of Z Architecture, a firm known for its work on urban mixed-use projects. Mansurov’s real estate company, United Elite Group, has not commented on the development as of press time.
The developer recently attracted attention due to allegations linking him to a straw donor scheme involving former Mayor Eric Adams’ initial election campaign, a case later dismissed under the Trump administration. Despite the controversy, Mansurov has maintained an active development agenda in Brooklyn. This July, he filed plans for a 99-unit residential building at 67 Fourth Avenue, also in Park Slope, signaling continued investment in the neighborhood.
In addition to new projects, Mansurov has been involved in significant sales activity. In September, he sold six adjacent properties in Park Slope to Borough Developers’ COO Shimon Kleinman for $24 million, reflecting an ongoing reshaping of his Brooklyn portfolio. These moves underscore Mansurov’s persistent presence in one of New York City’s most sought-after residential markets, even as his public profile remains complicated by past political scrutiny.
