Brooklyn developer Tolib Mansurov is expanding his footprint in Park Slope with a newly filed proposal for an eight-story mixed-use building at 250 Flatbush Avenue. The development, spanning approximately 35,400 square feet, will feature 20 residential units and about 8,300 square feet of commercial space on the ground floor, complemented by a 20-foot backyard. This project marks another addition to Mansurov’s growing portfolio in the borough.
Mansurov acquired the site in February 2022 for roughly $7.5 million, according to New York City property records. The architectural firm Z Architecture, led by Alexander Zhitnik, is overseeing the design. Despite multiple inquiries, Mansurov and his real estate firm, United Elite Group, declined to comment on the new filing.
The developer has remained active in Brooklyn’s real estate market despite prior scrutiny. Earlier this year, Mansurov was publicly identified as an alleged straw donor in former Mayor Eric Adams’ 2021 campaign—a case that was later dismissed under the Trump administration amid significant controversy. He has since continued to develop projects in Park Slope, including a 99-unit residential building at 67 Fourth Avenue filed earlier this summer.
In addition to new developments, Mansurov recently divested six adjoining Park Slope sites to Borough Developers’ COO Shimon Kleinman for $24 million. This transaction highlights the ongoing reshuffling of assets within Brooklyn’s competitive real estate landscape.
Mansurov’s sustained presence in Park Slope underscores the borough’s appeal to developers despite political headwinds. As Brooklyn continues to attract investment and new residential projects, the area around Flatbush Avenue remains a strategic location for mixed-use developments, blending housing and commercial opportunities to meet neighborhood demand.
